After investigating the situation from fiscal 2018, for which related documents were still available, it was discovered that 86 households' notices and other papers had been stamped by department staff without their consent. A city official explained in its Dec. 18 announcement that the seals "were used in cases such as when the applicant was too far away to come and pick up the documents." According to the municipal government, it is unclear when officials started keeping the seals, and there were no safekeeping receipts from the welfare recipients.
