In recent years, yakuza crime syndicates are wielding less power, as quasi syndicates -- which are not subjected to Japan's anti-organized crime group law -- have been expanding their influence in the greater Tokyo area, Osaka, and other parts of the country. The groups' profits are apparently funneled to yakuza gangs, prompting the National Police Agency to classify the former as "quasi crime syndicates" in 2013 and boost vigilance against them. About 60 members, including senior officials of the criminal syndicate investigation department and the second investigation unit responsible for probes of specialized fraud, attended the ceremony for the headquarters' founding ceremony. Chief Okabe said, "Intensive investigations will be carried out, using all kinds of methods." Prefectural police have not revealed how many quasi syndicates there are in Fukuoka Prefecture or their membership, but says it has identified multiple groups. The anti-organized crime section commented, "We will move forward simultaneously with moves to grasp the situation and crackdowns
